A quick Google Search shows that Gavin Walsh does seem to be a legitimate personal trainer. His personal website, WalshTheFatAway.com, describes how he started his career in London, England after completing a degree in Sports Science and has worked in the fitness industry ever since.

However, scientific evidence supporting the program is lacking. The diet does not appear to have ever gone through any clinical trials, and Lean in 19 never cites any evidence or studies showing that the diet works.
