Unless you have a degree in chemistry, most of those ingredients are probably gibberish to you. Scanning through those ingredients, I see a lot of herbal and plant extracts (safflower seed oil is the second listed ingredient) along with traditional moisturization compounds (like soy-derived hydrogenated lecithin). Basically, it’s a moisturizer mixed with a wide variety of herbal, fruit, and plant extracts to enhance the moisturization benefits.
